Auto Body Experts: Question about repainting?

I have a 2003 Mustang GT and the person who had it before me got an idiot to paint it. It has a body kit on it as well as aftermarket fenders. They molded the front bumper to the fenders in front of the tires and it is cracking and coming apart. I have the money to get it painted but is it going to be possible to fix it without having to replace the fenders/bumper?
