Help with nelliel cosplay?

hey my friend and i are going to cosplay as Nelliel from bleach and i was wondering about a few things. I wanna die my hair with washout hair dye but i cant really find the right color. any help? no online shopping preferably. I also need help with makeup. What do i use to make the red line on her face? And most importantly her mask. Im not sure if i should use styrofoam or molding clay or what? this is so confusing >.<
