How do I file a lawsuit against LA County Sheriff's Dept/Norwalk Sheriff's Station?

Typical, blame the police right? Maybe you shouldn't have gotten your stupid, sorry self arrested to begin with. Stuff happens, suck it up if you had enough money to afford that item in the first place you can surely take the time to go by another. I think it's safe to assume you probably abuse the welfare system as well to afford all these things?
